How to Build a Keyword Database
A keyword database is not a keyword list.
Many people start SEO by exporting thousands of keywords from a tool and putting them in a spreadsheet. It looks serious, but when it is time to create pages, they do not know what to build, which keywords matter first, which page type to use, or how to measure results.
A useful keyword database should guide page creation, prioritization, search intent, and performance tracking.

What a Keyword Database Should Solve
A keyword database is not about having many keywords.
It should answer:
What are users searching for?
What is the intent behind the query?
Which page type should target it?
Is it worth doing?
Do we already have a page for it?
How did it perform after publishing?
If the database cannot help you choose the next page or content piece, it is only a pile of research.
Start With Seed Keywords
Seed keywords are the basic terms most related to the product.
If you build an AI support tool, seed keywords might be:
AI customer support
support ticket automation
help desk AI
customer service chatbot
knowledge base automation
automated support replies
Seed keywords are not always direct page targets. They are starting points for expanding into more specific terms.
Seed keyword sources:
Product features
User pains
Competitor pages
Support questions
Community discussions
Sales conversations
User interviews
Existing Search Console queries
Do not start only from tools. Your own user language is often more real.
Expand Keyword Sources
Expand from:
Google Search Console: queries with impressions and clicks
Google Trends: trends and related searches
Keyword Planner: keyword ideas and ad data
Competitor sites: titles, categories, FAQ, docs
Communities: Reddit, Quora, forums, niche groups
Support logs: real user questions
Search results: People Also Ask, related searches, autocomplete
Google Search Console Performance Report can show queries, clicks, impressions, CTR, and average position. For existing sites, it is one of the most realistic keyword sources.
Keyword Planner is built for advertising, but it can still help discovery. Google Trends is useful for relative popularity, trend changes, and regional differences.
Mark Search Intent
Keywords alone are not enough. Mark intent.
Common intents:
Informational: learn a concept or method
Navigational: find a brand or page
Commercial investigation: compare options
Transactional: ready to buy or try
Problem-solving: fix an error or obstacle
Template: download or copy a template
Tool: complete a task directly
Examples:
what is webhook: informational
stripe vs paypal: commercial investigation
free invoice template: template
compress png online: tool
why email goes to spam: problem-solving
Intent determines page type.
Map Keywords to Page Types
Do not turn every keyword into an article.
Map them:
Informational: guide, tutorial, glossary page
Commercial investigation: comparison, alternative, buyer guide
Transactional: product page, pricing page, trial page
Problem-solving: troubleshooting page, FAQ, error page
Template: template library, download page, example page
Tool: online tool, generator, checker
Now the keyword database becomes a page production plan.
For example, cold email subject line generator should probably be a tool page, not only a blog post.
Add Priority Fields
A keyword database needs priority.
Score by:
Relevance: how close it is to the product
Intent clarity: whether the user goal is clear
Conversion value: how close it is to signup, trial, or payment
Competition: whether you can win
Content cost: how hard it is to create
Product fit: whether the page can naturally lead to the product
A simple score:
score = relevance + intent clarity + conversion value + product fit - competition - content cost
It does not need to be perfect. It needs to help you decide what comes first.
Keyword Database Template
Early structure:
keyword
language
market
topic_cluster
search_intent
page_type
priority
difficulty
conversion_value
content_status
target_url
current_rank
impressions
clicks
ctr
last_updated
notes
Do not add too many fields, but support decisions.
The most important fields:
keyword
intent
page type
priority
target page
status
performance data
Grouping Matters More Than Quantity
Group keywords by topic.
For an email tool:
Cold email basics
Domain configuration
Deliverability
Email templates
Tool comparisons
Industry scenarios
Troubleshooting
Each topic cluster can include a pillar page, long-tail pages, FAQ, and tool pages.
Grouping helps:
Build topic clusters
Design internal links
Plan content rhythm
Avoid duplicate pages
Find content gaps
An ungrouped keyword database becomes an endless to-do list.
Deduplicate and Merge
Keyword tools give many similar terms.
Example:
email deliverability checklist
email deliverability checklist pdf
best email deliverability checklist
free email deliverability checklist
These do not necessarily need four pages.
Decide whether they share the same intent. If yes, merge them into one target page and naturally cover variants inside the page.
If the intent differs, split them.
Do not create pages only to increase page count. Duplicate pages dilute quality and internal links.
Feed Search Console Back Into the Database
After launch, the database should evolve.
Regularly add:
Queries with impressions but no target page
Queries ranking positions 8-20
Queries with high impressions but low CTR
Queries that unexpectedly convert
Queries where an old page mismatches intent
These are more valuable than pure tool data because your site already has a relationship with them.
Minimum Viable Workflow
Start like this:
1. Write 20 seed keywords
2. Expand to 200 terms from tools and search results
3. Remove clearly irrelevant terms
4. Mark search intent
5. Map page types
6. Group by topic
7. Score priority
8. Pick the first 20 pages to build
9. Update data monthly from Search Console
The first database does not need to be perfect. It needs to be executable.
Final Thoughts
A keyword database is not SEO decoration. It is the control panel for content and page production.
It connects user language, search intent, page type, priority, and performance review.
Once you build it, SEO stops being a random “what should I write today?” activity and becomes a system for discovering opportunities, building pages, and validating results.
